William F. Scott, JD
William F. Scott is the Founder, President, and Chief Executive Officer of Diversified Workforce Solutions, LLC (DWS), bringing more than 35 years of senior executive leadership and nationally recognized expertise in collective bargaining, labor-management relations, workforce strategy, and organizational transformation. A former Chief Negotiator and Deputy General Manager of the Washington Metropolitan Area Transit Authority (WMATA), where his executive responsibilities encompassed a workforce of more than 10,000 employees, Mr. Scott has subsequently served as Chief Negotiator, labor strategist, and trusted advisor to major governmental and public-sector organizations.
His distinguished record includes serving as Chief Negotiator for Montgomery County Government in negotiations involving more than 8,000 employees across four major bargaining groups; serving as Chief Negotiator and labor strategist for the Metropolitan Atlanta Rapid Transit Authority (MARTA); establishing Howard University’s first Office of Labor Relations; and holding significant labor-relations responsibilities with the United States Postal Service.
Among his signature accomplishments, Mr. Scott successfully negotiated the groundbreaking first regular use of police body-worn cameras and has consistently demonstrated an ability to resolve complex labor issues while preserving productive labor-management relationships. His expertise is further distinguished by nationally published research: Mr. Scott is a co-author of TCRP Report 181, Labor–Management Partnerships for Public Transportation, published by the Transportation Research Board of the National Academies of Sciences, Engineering, and Medicine.
As Principal Investigator for DWS’s participation in the national research initiative, he contributed his management and labor-relations expertise to the study of labor-management partnerships throughout the U.S. public transportation industry and the development of practical tools for strengthening those relationships. Mr. Bernard is a nationally recognized executive leader, chief negotiator, and public safety strategist with more than 43 years of distinguished experience leading complex organizations, negotiating high-profile labor agreements, shaping public policy, and advising government and nonprofit executives. As Executive Director and Chief Negotiator for the Montgomery County Volunteer Fire-Rescue Association, he successfully led seven collective bargaining agreements, pioneered the nation’s first negotiated labor agreement between a volunteer emergency services organization and a government entity, secured more than $5.8 million in federal grant funding, increased organizational revenues from less than $10,000 to over $10.7 million, and directed strategic initiatives that earned national recognition for recruitment, advocacy, and organizational excellence.
His career includes executive leadership roles with the National Volunteer Fire Council, Montgomery County Fire Board, George Washington University, the Uniformed Services University of the Health Sciences, and the U.S. Navy, where he has consistently advised senior government officials, legislators, business leaders, and public safety executives on labor relations, legislative affairs, emergency management, strategic planning, organizational transformation, and regulatory policy.

During his executive tenure with the Washington Metropolitan Area Transit Authority (WMATA), he served as Director of Human Resources and Director of Organizational Development, where he led enterprise-wide human capital strategies, implemented the transit industry’s first represented employee pay-for-performance program, established WMATA’s inaugural organizational development function, and directed large-scale culture change initiatives that strengthened labor-management cooperation, operational effectiveness, and organizational performance.
